Earlier in the day, Ukrainian President Volodymyr Zelensky, during an online Crimean Platform summit, said that Ukraine would return Crimea “by whatever means it deems right.” “It is necessary to liberate Crimea. This will be the resuscitation of the world legal order. We will return Crimea by any means we deem appropriate, without consulting other countries,— said the head of state.

In March of this year, two weeks after the start of the Russian special operation in Ukraine, Zelensky did not rule out finding a compromise in negotiations with Russia on the issue of Crimea, the DPR and the LPR. “We can discuss this and find a compromise on how people will live there,” — he said. At the same time, the head of state clarified that the issue is more complicated than just the recognition of these regions, since it is necessary to take into account the opinion of people who want to be part of Ukraine.

In the Kremlin, they answered that Kyiv is well aware of Russia's position on Crimea, the DPR and the LPR: the peninsula is, according to Moscow, a Russian region, and the republic— sovereign states. "<…> this must be recognized de facto and de jure,— Presidential press secretary Dmitry Peskov said.

However, later the negotiation process between Russia and Ukraine stalled and has not resumed to this day. Zelensky previously said that the “red line”, beyond which no negotiations with Russia would be possible, would be the holding of a tribunal over the Ukrainian military in Mariupol. In addition, the president called the holding of referendums on joining Russia in the regions that are now under the control of the Russian military as a condition for refusing to negotiate.

Crimea became part of Russia in March 2014 following a referendum in 2014, in which the majority of the inhabitants of the peninsula were in favor of joining it. Ukraine and Western countries have not recognized this: they consider the peninsula an occupied territory and accuse Moscow of annexation.

Moscow has repeatedly stated that the issue of Crimea's ownership is not subject to discussion. Back in 2016, President Vladimir Putin said that “the people of Crimea made a decision and voted,” therefore, “the issue is historically closed.”
