The Ministry of Defense has proposed issuing free land plots in the Moscow region, Crimea and Sevastopol to participants in the military operation in Ukraine, awarded state awards and distinctions, and combat veterans

Military personnel awarded state awards and departmental insignia for merit during the military operation in Ukraine, as well as combat veterans who participated in it, will be able to apply for free land plots in the Crimea and the Moscow region. This is stated in the draft presidential decree, which was developed by the Ministry of Defense. The document was published on the federal portal of draft regulatory legal acts.
It says that the executive authorities of the Moscow Region, Sevastopol and Crimea are recommended to «adopt legislative acts establishing the right of citizens to receive land ownership free of charge».
The initiative is needed to provide additional social support to the military, employees of executive authorities, federal bodies in which the law provides for military service, awarded state awards and departmental insignia, as well as veterans of military operations, is specified in the project.
At the end of March, President Vladimir Putin signed a law according to which participants in the military operation in Ukraine are given the status of a combat veteran. Prior to this, only participants in military operations in Afghanistan, Chechnya and Syria had such a status. Veterans will also be recognized as civilians involved in the operation in Ukraine: we are talking about civilian personnel of the armed forces, repair teams, doctors and other specialists. In early August, Putin signed a law conferring this status on FSB servicemen involved in “repelling an armed invasion”.
In case of injury, combatants are entitled to a lump sum payment of 3 million rubles, and in the event of the death of a soldier, his family will pay 5 million rubles. In addition, the families of the victims are also entitled to benefits and provisions in the amount of 7.4 million rubles. In May, Putin instructed to increase payments, explaining that the participants in the hostilities were abroad and “that everything is equated to the exchange rate, the dollar in this case, and the dollar, as you know, shrinks, and the ruble strengthens.”
